How NJ's Net Metering Policy Works (And Why It's a Big Deal for Your Electric Bill)

If you've been thinking about going solar in New Jersey, you've probably heard the term "net metering" thrown around. But what does it actually mean for your wallet? Let's break it down in plain English — no engineering degree required.



What Is Net Metering?

Net metering is a billing arrangement between you and your utility company that makes solar genuinely worth it financially.

Here's the basic idea: your solar panels often produce more electricity than your home needs — especially on sunny summer afternoons when you're at work and no one's running the AC. Instead of that extra energy going to waste, it flows back into the electric grid. Your utility company tracks every kilowatt-hour (kWh) you send back, and credits your account accordingly.

At the end of the month, you're billed only for the net energy you used — meaning your total consumption minus what you contributed to the grid. Hence the name: net metering.

Think of it like a bank account for electricity. You deposit power when you have a surplus, and you draw from those credits when your panels aren't producing enough — like at night or on cloudy days.

How Net Metering Works in New Jersey

New Jersey has one of the stronger net metering policies in the country, which is a big reason why the Garden State consistently ranks among the top solar markets in the US.

Here's how it works step by step:

1. Your panels produce power. On a sunny day, your system generates electricity. Your home uses what it needs first.

2. Surplus energy goes to the grid. Any excess power flows out through your meter to the utility grid. Your meter literally runs backward (or in the case of modern smart meters, tracks the outflow digitally).

3. You earn credits. Your utility credits your account for every kWh you export. In New Jersey, these credits are applied at the full retail rate — the same rate you'd pay to buy electricity from the grid. This is a crucial detail. Some states only credit solar customers at the wholesale rate, which is much lower. NJ's retail-rate crediting makes the math much more favorable for homeowners.

4. Credits roll over monthly. Unused credits from one month carry over to the next. This is especially useful because New Jersey's solar production is seasonal — your panels crank out power in the summer, and you bank credits to offset higher winter usage.

5. Annual true-up. At the end of a 12-month period, your utility reconciles your account. If you still have leftover credits, they're either paid out at a lower rate or rolled into the next year, depending on your utility and rate plan. Which NJ Utilities Offer Net Metering?

Net metering in New Jersey is mandated by state law, so all major utilities are required to offer it. That includes:

  • PSE&G (Public Service Electric and Gas) — serving much of northern and central NJ

  • JCP&L (Jersey Central Power & Light) — covering central and northern NJ

  • Atlantic City Electric — serving southern NJ

  • Rockland Electric — serving a portion of northern NJ

  • Orange and Rockland — smaller service territory in the northwest

Regardless of which utility serves your home, the framework is the same. The specific billing mechanics and interconnection timelines can vary slightly, but the core benefit — retail-rate credits for your exported power — applies across the board.

A Real-World Example

Let's put some numbers to it.

Say your home uses 900 kWh per month on average. In July, your solar system produces 1,100 kWh — a surplus of 200 kWh. Those 200 kWh get credited to your account at, say, $0.17/kWh (a typical NJ retail rate).

That's $34 in credits banked from July alone.

In December, your panels produce only 550 kWh due to shorter days and less direct sunlight. You're short 350 kWh. Instead of paying full price for all 350 kWh, you draw down your banked credits first — dramatically reducing or even eliminating your December bill.

Over the course of a year, a well-designed solar system in NJ can offset 90–100% of a typical household's electricity costs through this cycle of production, export, and credit redemption.

Why the "Retail Rate" Credit Is Such a Big Deal

It's worth emphasizing this point because it's what separates a good net metering policy from a mediocre one.

In some states, utilities only credit solar customers at the wholesale rate — what the utility would pay to buy power from a large power plant. That's typically around $0.03–$0.05/kWh.

In New Jersey, you're credited at the retail rate — what you'd actually pay on your bill, often $0.15–$0.20/kWh or more.

That difference is enormous. At retail-rate crediting, every kWh you send to the grid is worth 3–5x more than it would be under a wholesale-only policy. This single factor can mean thousands of dollars of difference over the life of your solar system.

What About the Future of Net Metering in NJ?

This is a fair question, and one worth asking before making a 25-year investment.

New Jersey has been proactive about protecting solar customers. The state's net metering rules have gone through updates over the years, but the core benefit of retail-rate crediting has remained intact. Customers who install solar under current rules are typically "grandfathered in" — meaning even if the policy changes down the road, your agreement with your utility is protected for a set period (currently 15 years in NJ for most new installations).

That said, net metering policies can evolve. It's always a good idea to ask your solar installer about current program status and any pending regulatory changes before you sign a contract.

Getting Your System Sized Right

Net metering works best when your system is designed to match your actual consumption — not massively over-produce.

Here's why: while monthly credits roll over all year, any remaining surplus at your annual true-up is typically paid out at a lower rate than retail. So a system that produces 150% of what you need isn't necessarily 50% better — you may not recoup the value of that extra production.

A reputable NJ solar installer will analyze your last 12 months of utility bills, account for your roof's orientation and shading, and design a system sized to offset as close to 100% of your usage as possible. That's the sweet spot.
